MDA Technologies to Provide Timesheet Processing System to Reading Housing Authority
Woodbridge, VA—April 22, 2008—Reading Housing Authority (RHA), Reading, PA, has contracted with MDA Technologies for a secure timesheet processing system that will record, monitor and track time for RHA employees. RHA serves approximately 2,500 families in a city of 83,000 in the fifth largest city in Pennsylvania. The intranet-based system will initially be used by approximately 45 RHA maintenance personnel at seven housing facilities and the main administrative office. The system will streamline and automate time entry, approval, tracking and reporting, and will serve as a convenient source for messages, policies, procedures and informational updates.
This system will eliminate the labor intensive, paper-based process currently in use. The time required for employees to complete time slips—along with the management tasks of reviewing, approving and rejecting paper time slips by supervisors, HR and accounting—is significant. The new system will dramatically reduce this time, while providing more accurate reporting. It will eliminate the need for stacks of timesheets to be entered into spreadsheets, and then into RHA’s payroll software.
MDA Technologies was chosen from eight companies because of a demonstrated innovative approach and open architecture design that will allow for RHA’s future growth. RHA required a secure solution that would be easy to navigate, icon driven, limited in the amount of text, and capable of producing meaningful reports.
The custom application, scheduled to be delivered in June, will be divided into five functional user areas—maintenance personnel, supervisors, human resources (HR), accounting and administrator.
The maintenance end user interface will allow employees to enter their time. It will feature a drop-down menu for common tasks, including those for specific facilities. Employees will be able to request time off and designate the reason, as well as view important notices, messages and policies and procedures.
Supervisors will view time submissions, notify employees of non submission, modify submissions and approve and submit to HR. From there, HR will review time submissions, verify work days, approve time off and print reports. HR will also post company notices and messages. Accounting will then utilize the intranet to view approved time submissions, modify data as needed and view and print summary reports. The administrator’s role includes user management, password management, work location and description management.
“We need to be able to do more than just track time,” said David Chlebowski, computer systems analyst, RHA. “We need to know where our maintenance staff members are working and how they’re spending their time. We can better allocate funding based on this data. We’re optimistic that MDA Technologies’ system will consolidate a lot of the overlapping effort we’re currently experiencing. We see a lot of potential benefit,” Chlebowski said.

This system solved similar business problems to those facing RHA. Comcast estimates that MDA Technologies’ solution saves at least 40 hours per week of personnel time. Inputting time sheets in this office used to take four days. Now, it takes just two minutes.
